Well it turned out to be a hardware problem. New case fan, heat sink and cpu fan, fixed the overheating problem. Temp is now half or what it was.

The restart on shutdown problem turned out to be unrelated. It was a problem with some Norton programs not working properly.Ghost and Security. They had to both be uninstalled to get the computer to shut down. Still can't get any Norton programs to work though. I even purchased a new norton security gaming edition and that wouldn't work even when installed by a norton certified profesional. Any ideas?
