Ok, at what point will it not "boot?" Does it go through post? Can you access the BIOS? Will it just not load windows? What do you mean by boot?

By "boot" i mean that i cant even see the intel logo when my pc starts. I Cannot Go To The Bios. Ive tried taking out the ram, disconnecting and reconnecting all parts, i took out the battery-everything i possibly can i suppose. One thing i dont understand is what is CMOS? Thankyou for all your help.

CMOS is basically your computers boot instructions. If you remove all power to your board for long enough to drain all of the capacitors on the board (hence removing the battery and the power supply) it will reset your boards cmos settings to stock, allowing you to boot if you caused no hardware damage.
EDIT and yes, this will reset all BIOS settings to stock as well.

I had an issue, where it would sit in an infinite reboot loop. It started doing this after I put a new wireless card in, but I managed to fix it by swapping my sound card and wireless card around. Try this:
Take EVERYTHING off, except CPU, that includes hard drive, memory, any PCI card you have, and your graphics card (only if you have onboard graphics). See if it boots or if you get any sounds from the onboard speaker, or if your power light flashes or does anything strange. Then, one by one, put all your components back in. First your memory, reboot, see what happens. If it stops at memory, try only using one stick of mem at a time then rebooting. Continue this process until you figure out what caused the problem. If it still doesn't boot, then it looks like your board is dead. Send it in.

Take the battery out for a few minutes and that should do the trick. Same thing happened to me today when I was trying to set my Memory to the ADVERTISED 4-4-4-15 and they won't go lower then 5-5-5-18.

Ya know moms can be a real pain! Especially when you get a new computer and there so paranoid that they won't let you install a GPU though they know you love computers... I want to be 18 right about now I wrote that about a year ago. Now look at my first rig after I found a job in my signature! I love buying things for myself and not waiting for someone to give stuff to me.
