First thing you need to do is reset your CMOS. There should be a jumper you need to remove, place on different pins, then replace while your board is OFF. Check your manual for how to do this- but you first should try a CMOS reset.

When all else fails, unplug the power, remove the battery and let it sit for 5 or 10 minutes. That will clear it for sure.

this, and just for sexy reasons, take out the memory and put it back in, does it boot at all? if it does, keep tapping f4/f8 (not sur which one), and choose the setting "go to last known working configuration"

No it does not boot. After pressing the pc power button just before it should start booting it restarts. And then this keeps on happening. Anyways i have the ram and the battery out and i will be replacing them soon and try to boot again.
