New to Overclock.net

i have about 1500 for the tower and monitor, i can use some help and second opionions if anything is incompatible

Get the S3 instead of the DS3... Same board minus the solid caps. It's what I'm using & it brought my E6600 to 3.6 GHz stable with very little drama. Save yourself the extra $$$ and get the E6400 instead of the E6300, it's worth it.

so i could get the S3 and with that cash i save i can get a 9500 right? but isnt 700W to much? shouldnt 500-550W be enough?

Don't worry about an aftermarket cooler for the time being, if you're on a budget. That stock cooler will be fine for your uses, and you should still be able to see a decent OC from it. And to your question about wattage, yes, 550 or so should be plenty for that rig. More doesn't hurt, but pay particular attention to the amperage ratings on the 12v rails, as opposed to just a global wattage rating. You're going to be better off with higher amperage 12v rails. Also, a higher amperage single rail PSU is better than one with multiple, lower amperage rails. Hope some of this helps.

Why is that? I was under the impression that multi rails are more stable. I know that PCP&C make the best PSU's and they are all single rails so I don't doubt what you are saying I am just asking you to explain it to us please.

Single rails are better in terms of load distribution. Most multi rail PSUs have the same power source for the 12V rails anyways (same transformer), so it's more a gimmick to be able to conform to the (older) ATX12V requirements and the EU directives with which the whole multi rail craze started.
I'd pick a good single rail PSU over multiple rails. However, in this pricerange ($100 - $125), there aren't many good single rail PSUs.
