Ok.. my suggestions... it's a little more money than your plan, but I'll explain what I did, and you can cut where you want.
  • Case: Thermaltake Tsunami VA3000BWA Black $115.99 (matter of taste)
  • MoBo: ASUS P5N32-E SLI LGA 775 NVIDIA nForce 680i SLI $249.99 (with this budget, don't skimp here... get the full blown 680i and not the slimmed down 650i)
  • Video: EVGA 640-P2-N821-AR GeForce 8800GTS 640MB GDDR3 $389.99 (agreed)
  • PSU: PC Power & Cooling Silencer 610 EPS12V EPS12V 610W $169.99 (get the best there is.. which is PC P&C - not enough for SLI, but neither is the OCZ 700W...)
  • CPU: Intel Core 2 Duo E6300 Conroe 1.86GHz LGA 775 $184.00 (here is where you can save a bit... I don't care too much about 2MB or 4MB cache... and the E6300 overclocks nicely!)
  • RAM: G.SKILL 2GB (2 x 1GB) DDR2 800 (PC2 6400) $249.99 (Get good RAM. Micron D9's... yummy)
  • HDD: 2X Seagate Barracuda 7200.10 (Perpendicular Recording) 250GB $159.98 (I am not a Raptor believer... those two in RAID0 will have better bandwidth, more storage space, and also cheaper... a bit slower access times though)
  • Input: Logitech MX 5000 967558-0403 Black keyboard + mouse $110.99 (yeah, looks nice... maybe you can settle for something cheap for now and add later)
  • Monitor: Acer Office Line AL2423Wdr Silver/Black 24" 6ms $599.99 (You should really try 24" with this budget.... the higher resolution is NICE)
  • DVD: SAMSUNG 18X DVD±R DVD Burner With 12X DVD-RAM Write, LightScribe Technology Black $33.99 (why two? How often will you copy optical to optical?)
  • Thermal paste: Arctic Silver 5 Thermal Compound $5.99 (small one is enough... unless you take your rig apart weekly)
  • Speakers: Logitech X-230 32 watts RMS 2.1 Black Speaker System $39.99 (ok your choice)

Total from Newegg: $2,310.88

CPU Cooling: Sunbeam / Tuniq T-120 CPU Cooler $54.99 (need I say anything? A Tuniq Tower in stock ... GET IT!)

Total: $2,365.87

If you want to save a bit, I'd pass on the fancy keyboard/mouse for now. Get the core rig up and running. Add the niceties later on.

For this budget I'd get the best there is...

Indeed, the PSU is a spot where he can save, and the 600W GameXstream is a good psu. However, the PC Power & Cooling is the winner, given a noticable ripple on the 12V rails of the OCZ (pointed out in several reviews)

It's a matter of very good v. excellent though. If you can afford (and in a $2200-$2300 budget he should be able to), then I'd go for the PC Power & Cooling (I know I would have gotten one if they were on the market when I was shopping ).
