You can get a lot done with $800, but you'll be limited if you need to include the LCD in that price. Here's a good start:

Case w/ PSU:
Linkworld 431-06 with 500w PSU - 44.99
Motherboard:
GIGABYTE GA-EP45-DS3L - 104.99 - $15 Mail in Rebate
CPU:
E2180 - 69.99
Memory:
CORSAIR XMS2 2GB DDR2 800 - 44.99 - $30 MIR
GPU:
EVGA 9800 GT - 124.99 - $15 MIR
Hard Drive:
Seagate 500gb SataII w/ 32mb cache - 89.99
DVD Burner:
LITE-ON 20X DVD±R DVD Burner - 23.99
OS:
Vista Home Premium 64bit - 99.99
LCD:
SAMSUNG 2053BW - 239.99 - $20 MIR
Total = $843.91, after rebates is 763.91
You can save some money by going with an Asus 9600 GSO for 79.99 before a $30 MIR but I would give myself some wiggle room with the 9800gt.
If you're looking for a set of speakers, pick up Logitech's X-540 5.1 kit for 78.99. My bro owns these and they're a great set of speakers for the price.
Yea got it covered, but I would give the guy a few options case wise...

My sig rig was about 900, and i got the 4850 when it came out. You can probly save money with price cuts on some of the components, go with e8400 or e7200 and go with the three hundred

Don't be afraid to buy used components. It's a great way to save cash. I saved about $75 on my motherboard, about $100 on my HDD, $25 on my video card, $20 on my sound card, $35 on my mouse, about $85 on my monitor and around $25 on my TRUE. The only things I bought retail were the power supply, memory, case, keyboard and headset. Oh, and my T-Rad2, which I haven't played with yet. You won't need aftermarket graphics cooling, though. And I almost forgot I saved about $30 on a used OEM copy of Vista.

That is a pretty sweet build.
If you don't need blu ray, you could put some more money towards a 24" which the 780G should still be able to handle fine.

I think a Blu-Ray drive on anything smaller than a 24" monitor is a waste. Just my two cents.

Once again, thanks everyone for the advice. She decided on the following set up. Damn newegg is fast. Started to put everything together, my only problem is the damn case. It looks like this case has the raised parts to attach the MB, there are no posts. Needless to say when attaching the video card and the wireless card to the MB they dont seat very well. Its almost like the case wont let it seat well in the MB. Anyone have any issues with this case?
