i know that the 4670 card is real good for the money at the mo as it can play cod4 and such at good rates on say a 20" at high settings and id go for a good intel dual core such as the e7300 should not break the bank too much

This is what I would get. Consider you know how to overclock.

I forgot the case but I'm sure you can get one for about 50 somewhere.

As a sidenote to this, the AM2+ platform will accomodate the first and second comings of Deneb (the ones coming out this week are DDR2 and the next round will reportedly be ddr2 AND ddr3 compatible...) which means you can be a CPU upgrade away from the deneb cores. I won't argue against the e5200 build posted above because obviously, Intel will give you more OC'ing room. However, the way I look at it is this... I want an Intel and an AMD computer. I will upgrade them at different times, allowing them to leapfrog one another. The fact of the matter is, I don't think I will EVER spend $300 on a CPU so the fact that Intel makes faster chips at the high end really doesn't affect me whatsoever. And at the low end, it's a price/performance ratio and neither company is going to let the other get too far ahead in that game because that's where the mainstream computer users are and that's where the profits are. So if you've got an Intel rig, I say build an AMD rig. Whatever's slower at the moment can become your HTPC/Linux rig or whatever. You'll probably never have two totally top-of-the-line computers, so having one of each lets you support whoever may be the price/performance leader at the time. My plan is to keep my sigged rig as is until I can get an e8xxx for around a hundred bucks, then upgrade it and the mobo. Build an AMD rig in the interim with an eye toward deneb.

In that case, why don't you just keep pretty much all of your computer? Just upgrade the graphics card to a 4870 for around $200. Then you could even spend $300 on a great new screen. You could get a 24" for that.
Although with the graphics card upgrade you may need a more powerful supply as you're computer is a dell. What wattage does it currently have?
