the cpu and onboard video are good enough i think for an internet cafe.
i dont think you need alot of hdd space either(you could get an cheaper IDE drive)
2gb ram is also alot for an internet cafe but if you want it

throw linux on there, with 1gb of ram and it would save some good money. e2160's are cheap and surf pretty good too
