Here's what I got, missing a DVD burner. This is if he HAS two have SLI. I personally would spend the extra 250$ on a quality case and some more storage space.

I know exactly how fast an i7 @ 4.0ghz and a SINGLE 260 is, there is very few games that will push it to the limits.

For that price range, i7 sounds about right. If go Q9650, then evga 780i FTW, gtx285 sli, one HD such as WD 1tb Caviar should be fine. GTX285 is a 183w so Corsair 650tx should power them up. With some headroom and minor upgrades, may get $120 Corsair 850tx.

$1385 i7 build (take out monitor, mouse, & keyboard)

You can switch the 260s for 275s and bump up the PSU to 850w. Also go with the Caviar Black 640GB or 1TB. With those changes it comes out to ~$1525, with $45 in rebates.

First of all I would like to thank everyone for quick replies. Special thanks to Chavez885, Linskingdom, and Yogi for convincing me to go with Ci7 build. After some more research and close communication with my friend, here is what I came up with. After seeing a value to performance comparison of Core i7 builds my friend decided to go even higher than $1.5k in order to build even better rig. I'm leaving Sli as an option for future expansion and only going with one GTX285 for now. Sometimes in July my friend will buy the second (and maybe even 3rd) gpu for Sli. I've being really breaking my neck over past 3 days on which would be the best air or air+tec cooler for 1366 chips. Realy need some advice!!! CM-V10 looks like a champ but reviews show that it sucks!!!

Here is the pre-final list of components I'll be ordering today!~

Obviously he wants the best cooler. Either get a TRUE or the Megahalems.

Hard to find Mega in stock, i'd have to do some searching. Also you'll need fans for these coolers, but they are the best.

if not i7 screw the 780i when for a few bucks more you can get a eVGA 790i FTW PWM and a 4 gig kit of ddr3 is no only 10-20bucks more than ddr2.

Because while you are on dual channel DRR2 reaching read/write speeds of maybe 10,000. He will be loving life with triple channel and read/ write speeds of nearly 25,000. Not to mention 1T CR, and 4GHz on air LOL.
