Another cheaper GPU option would $40-50 9600GSO.

And Has Very Tight Timings - So It Runs Fast (For DDR2 800)

The HDD Is 500GB And Is 7200RPM's (Made By Hitachi - Which Is A Fairly Good Brand)
And Has A 16MB Cache (The Most I Could Get In Your Pricerange)

As For The PSU - Its The Bare Minumum You Want To Go With - Cooler Master Is A Good Manufacturer - And Although You Can Find Cheaper PSU's - They Are All Junk And Normally Burn Out Or Catch Fire Within A Few Weeks.

Note It Also Has A $10.00 Mail In Rebate.

there is upgradibility, but i am getting him the the most performance per $ as i can.
also heatspreaders are only needed on high performance ram, this is good quality CORSAIR ddr2 800

I Wasn't Meaning To Be Rude - I Was Just Concerned About The Low Upgradability - In Reply To Me Blowing Half His Budget On The CPU (Skarm) Yes I Did Spend Most Of His Budget On His CPU - Seeing As Its The Most Viable Part Of The System - I Should Think That Would Be The Norm.

And Skarm - The Onboard Graphics Don't "Suck" They May Not Be The Best - But They Are Very Good For Onboard Graphics

And As I told Him - He Can Always Add A GFX Card Later If He Pleases.

Yeah, I know you said you didn't need a case, but that one comes with a PSU, and it's safer to run inside a case, I'd reckon. This build has a really small hard drive because I figured you'd want an adequate graphics card right now, but if you take the graphics card off, you could get a bigger HDD (The motherboard has onboard graphics). The motherboard offers some upgradability, and if you buy another 2GB stick of RAM, you'll be good to go. My build doesn't include an OS, monitor, keyboard, or mouse.
