yeah go 2x275 and you could get a 750w psu im sure. probably a 700w too. I dont think you need 2ghz ram, im no i7 expert, but i dont think youll need it. just get some ddr3 1600 u can always oc it...

Most boards won't limit you unless you have a high end liquid cooling system/LN2.
If you are using air cooling go with the DFI x58 board or the EVGA x3 sli X58. If you are using liquid cooling then go with the EVGA Classified.
