I dont use any of them.
epu is for powersaving (I think), you will be setting voltages manually in bios , so really no need for it.
The express gate windows installation is to update and flash the mini 512mb ssd with the latest version of express gate, another thing I dont use.You do not need this to run expressgate.
If I remember correctly, bios setting have to be at default before turbo v will work, so again, no use for that.

so that is a
No
No
No
from me

Express gate can be disabled, I don't use the EPU, and as for the turbo V, I like it as you can overclock in windows. YOu can keep going up until you are no longer stable and upon restart go into the BIOS and make hard changes to the last stable settings you had in windows. With mine it is awesome. I can change multi on the fly and you have access to alot of tweaking on the fly with the advanced tab also.

Looks like it will be a wicked Build! looking forward to seeing some OC's and benchies!

BTW I just used my 500th post on you ... so I must have had something good to say!

EDIT:
the bios doesn't need to be at defult it only needs to be set to manual in order to make changes.
I use it all the time ( I have the palm gizmo with mine and I can make changes while I am running software. the turbo V app saves alot of restarting.
