Sorry, you can't persay. The BIOS is locked and the only way, which is a poor one, is through software which is usually unstablew and will not keep the settings when you shut down.
There is Clockgen at www.cpuid.com but like I said above

As already said overclocking software is your best hope to overclock the system that you are using

You could try and use software overclocking programs, this is not the best way of overclokcing but it may allow you to get some overclocking done. It will be very limited though because none of the advanced overclocking features will be avaliable to you via the software.

Try using one of the following applications to overclock your system:
  • SoftFSB
  • CPUFSB
  • Clockgen
These applications may be able to overclock your system via the windows interface. You may need to know the PLL chip though so you can overclock it via that method. You will only need to know it however if your board, or a board like it is not listed on the supported boards list.
For PLL information please visit this link: http://www.cpufsb.de/FSB.HTM

You could also try and find a custom BIOS, I would recommend against this however because it can damage your system. If there are none then software overclocking is your only option.

Note: When software overclocking is used you are very limited on what can be done.
  • You are usually unable to lock the PCI-E/AGP/PCI clocks
  • You are usually unable to increase the CPU voltage (vcore)
  • You are usually unable to set dividers
All three of these are quite important when overclocking, without doing these (excluding dividers in most cases) you will be unable to overclock very far.

Your E-Machines T3406 has an Intel 865-GV chipset. This board will allow you to upgrade the processor to a Prescott Pentium 4 @ ~3.4GHz. This processor has a 800MHz FSB in comparison to your 533MHz Celeron "D". The difference will be noticeable. This is really the only way that you can move up in speed and guarentee stability. The motherboard for this machine is an Intel D865GVHZ Hazelton board. Using software on Intel made boards is quite often an exercise in frustration. Stability is very hard to achieve. I am not saying it can not be done, just that it is seldom stable.

Well as said that motherboard has got CPU upgradeability. When it comes to any overclocking it cant be done in the bios as all overclocking options are locked. The following programs will help you overclock within the Operating system environment.

SoftFSB:http://www.majorgeeks.com/download434.html
CPUFSB:http://www.majorgeeks.com/download.php?det=420
Clockgen:http://www.cpuid.com/clockgen.php
