Do a memory latency test... the NB speed will be displayed under the results at the bottom of the test screen...
Or just add 45mhz to your FSB, every time you lower your CPU multi - ie: FSB @ 400... CPU multi lowered 1x = NB speed of 445mhz ....with CPU multi lowered 2x..the NB speed would be 490mhz...

yes everest will show the effective NB speed... or you can calculate it yourself as I mentioned...
