How does it come that some people can reach, lets say 3.5GHz @ 1.35V, but some people need to use 1.5V on the same CPU at same speed?

Couple things, could be a different week or stepping, could also be that some people get their overclock at a certain voltage and don't try to lower it down to the minimum needed.

Different motherboards can also do this
