I just updated to the latest drivers today and it has worked way better. It must of been the drivers.

What setting do we change to get to 3.4? Did you update the bios or other settings in the bios?

I can't guarantee it will work for you, but:

Latest BIOS (1301)
Settings::
FSB: 1534mhz
RAM: 767mhz
vcore: 1.38v worked for me but it took 1.52v to get somewhat stable. Otherwise multiple cores would fail instantly in Prime95. I only tested at 1.52v for 10 minutes because it is over spec volts.
Ram volts: 2.1v
Northbridge volts: 1.56v

Nice job but be careful not to overvolt the CPU. Personally speaking I wouldn't want to be running my Q6600 over 1.5v at the most.

Mine is a B3 and it's at 3ghz stable, but I have a crappy mobo and probably could OC more with a better one.

Make sure you have virtualization and disabled bit disabled and try again
