So have all my parts for my brothers build. Im not using a aftermarket cooler as he will never OC it and I have a BT that I can install if I need to. So the I bought him a E7200 and was wondering why the box was so light. Turns out that the 45nm I suppose runs so much cooler that the HSF was shrunk alot. Its about half the size.

So my question is do I use the OEM HSF that came with it or use the one that came with my Q6600? I ask this because the one that came with the E7200 does not have the copper core and is so much smaller.

I would go ahead and use the Q6600 one. It will only cool better, and should be no louder than the one that came with the E7200.

Bigger is better. I would suggest that you use some bolts instead of pushpins. The added pressure will help it run a ton cooler, even if its not oced.

How can you use bolts instead of the pushpins? My bro has the e4300 and the cooler looks the same as the q6600 one above, we found that it seemed extremely poor design for attaching to the mobo... it did not seem like it would stay locked. AMD's cooler attachments are so much better. I would be curious how I could improve the Intel one by using bolts as you suggested.

You need a bolt-thru kit. The most common one I've seen is made by Thermalright.

Use the Q6600 reversion! It will keep the chip soo much cooler!
