Default Low fps with hd4850 and p4 541

Hi there

I have a problem
My system :
Mainboard : Gigabyte 8I915P Pro
Chipset : Intel i915G
Processor : Intel Pentium 4 541 @ 3200 MHz
Physical Memory : 2048 MB (ddr 400mhz 2x512 1x 1gb)
Video Card : ATI Radeon HD 4800 Series (hd 4850 512 mb)
Hard Disk : ST3160812AS (160 GB SATAII)
PSU: Fortron BSII 500w

All of my games are running strange
for example cod 4 runs good, but when the airstrike is called fps get down to about 20fps also when lot of shooting around and so .. . oblivion - runs good, but when there are some people around fps gets rapidly down, older games run bad also...fable in towns only about 20 fps , nfs most wanted ...when driving long time straight and than try to turn right , or left 20fps also....It is in every game I tried except older games, like worms, longest journey etc :-) . No matter when I put details to max or to min differences are minimum . Tried Vista and xp sp2/sp3 ... no differences also.
3d mark 06 scores are also extremly low

cpu score : 1000
SM 2.0 score : 1700
Hdr/SM 3.0 score 2000

HD video also runs strange

Processor is not overheating temperatures are always under 60 celsius degrees. All drivers up to date , newest bios (version F7, my cpu supported since F6)

I had before other motherboard (asus p5rd1-v deluxe -- cpu also supported since later version of bios) and x1600xt graphic card I had the same problems there, so I did change the motherboard and the graphic card, but no success .

My friend have similar system but bit different p4 processor (only 3ghz) and 8800gt gc and he can run everything without problems....

Any help would be grateful
and please excuse my english mistakes :-) .
Thank you !

The CPU is way to slow for that card. Anything over 7600GT performance will get bottleneck by that CPU.

It's because you're really old CPU isn't fast enough, that's what is causing the slowdowns.
Its a massive bottleneck

1Gb of RAM... You better close everything you got in the background when gaming. This card is waaaay overkill for your system. Honestly, a new mobo, CPU and good DDR2 will cost you about 350$ if you know how to shop wisely. And I can garantee you won't lag anymore :P

wait so how big's your monitor?
2GB's fine even for Vista gaming.
Also do a defrag of your HDs to keep it running fast.
