Yeah. He's got a 9800GTX+, I just managed to get 20000 with 9800GTX+ SLi on Vista. Running it on XP made quite a big difference, got 20K with 3.83Ghz.

Whoops, forgot to mention that I don't use vDroop control. The applied CPU voltage from the BIOS diagnostics is 1.168-1.176V.

If you are indeed getting 18000 with that GPU thats a pretty good score. You Q9550 at 4ghz will have plenty of power to push a more powerfull gpu.

My Q9550 have already got to 3.8 GHz using 1.36V, but I've never succeed to get 4.0 GHz :

Yeah, I can get it down another a few notches, have been trying to get 4.0Ghz but it wasn't stable even at 1.44V. I gave up.
The GTLs haven't been giving me much luck tbh. But yeah I'll get the voltage down.

My Q9550 E0 finaly got 3.4 GHz, with a vcore of 1.16V, it succeeded a OCCT of 1h30, the hottest core temp was 51°C.
