The standard 1.5v should be fine for such a low overclock. The farthest you really want to push it to is about 1.56v, any more than that and your tempting fate really.

I just purchased an E0 Q9550 and it is being shipped. It will replace my Q6600 overclocked at 3.2Ghz with a lapped TRUE cooler with dual Antec Tri-cool LED fans on medium. (I wasn't planning to lap the Q9550 unless it will have a big effect on the temps.) I am using an Asus P5K SE Motherboard, which unfortunately does not have voltage adjustments available for northbridge, southbridge, and pll. It does have the GTL ref setting which I have read is important for quads, but that setting didn't make any difference when I was overclocking my Q6600. How much of an overclock do you think I might be able to get out of an E0 Q9550 on that motherboard? (I have updated the BIOS so that it will support the Q9550.) I have 4GB (2x2GB) Corsair DDR2 1066 ram if that makes a difference (related to the northbridge/southbridge voltage, I think).

3.825GHz should be a sinch; over 4.0 will be dependent on your board and cpu. I run @ 4.101Ghz and a with 1.485 for voltage. I have had it @ 4.25 but unable to get stable. The Q9950 will be a great cpu with no issues.

I don't want to exceed the stock voltage, thus, I use 1.15V for a 3.3Ghz OC.

I disabled LLC, Vcore 1.16V +Vdrop = 1.10V and it's stable whereas with LLC enabled and 1.16V less, it's not stable at all.
