So, should I RMA to newegg and get a replacement or just leave it? Because not hitting 4.0ghz is kind of waste of money with this chip.

Those voltages seems to be high for 24/7 usage. I give it a try and if it doesn't work just RMA today and hopefully better chip for RMA

I set it to 1.3625vCore and everything is the same as the setting except the ram I set to 2.00B = 890mhz and run IBT fail less than 20secs.
I just RMA this chip given me hard time OC to 4.0ghz.

WOW!!! I wish I could kiss this chip!!! I have so far passed 5 iterations of the IBT at 3.6Ghz and only 1.2250v in BIOS! Everything else is stock volts, even my FSB!! I am kind of cheating with temps right now because I have my PC tower in the window with cold Winter air blowing right on it. The only core showing actual temps is around 29-33C.
