Default Heating Problem

Ok so my friend, whos computer I built for him, called me today saying that his computer has just been shutting off on him recently and he doesn't know why.
So I told him I would come look at it.

Suspecting a heating issue, I checked all his stuff out. Looked in the BIOS and checked the CPU temp and sure enough it is running at like 64C. Now I know that is now really really hot but when I built the system for him, about a year ago, I remember checking the temps after letting it run for a while and they were great. Like around 32C.

As I was looking around in his case I noticed that his power supply fan was not running. Now I was originally going to go buy some Arctic Silver and see if I can't get his temps down by refitting the heatsink but now I am unsure.

The problem was very sudden he said. He has never had a problem with the computer before and then out of nowhere it started turning off. Then for a few days it stopped. Now it is doing it worse than ever, like every 20min.

What do you guys think. I am suspecting the power supply now. He has never had a heating issue before and for one like this to come on so suddenly is a bit strange. Could the power supply have broken and is maybe giving out weird voltages to the CPU causing it to overheat?
Any suggestions would be greatly appreciated.

Change the power supply first and see what happens. If it really is a power supply issue, you better change it as soon as possible, since it can damage your whole computer.

yea been there. I am kinda scared to use the computer now. I have seen a power supply ruin everything.

I guess I could pull the power supply out of my sigrig and try it in his and see what happens.

hows the voltage looking ?

how many fans are in the case? if one fan failure can cause overheating then maybe add another for the future

Its not really the fan I am worried about. I just saw that the PSU fan wasn't working and if something on the PSU doesn't work I start wondering if the whole PSU isnt having problems.

The case has 3 80mm fans (2 side, 1 rear).

ok so I checked the voltages...

Vcore seems ok. Jumps around in the 1.10 -1.15 range.

+12V is at a flat 9.5. Now that isn't right is it? The +12V on my sigrig is like 11.5ish

AVcc is at 3.26ish and thats seems ok.

That +12V is worrying though. You guys think that that could cause a CPU overheat?

Under-volting your MB is very bad. Don't run that PSU on any system again. It likely overheated after the stock fan quit and was damaged. Salvage any wires and connections you may want and toss it. Furthermore, it may have damaged other components; most likely the MB. Hopefully not, but a bad MB can shut down without a blue screen like that. However, so can a PSU. Replace the PSU regardless and keep your fingers crossed.

As far as his 60+C CPU; that is not a dangerous temperature by any means, but if it is idling at that 64C, then his load temps will likely be. Arctic Silver 5 is always a good idea, even without overclocking. Check his heatsink for clogged dust too. You can create a custom duct system inside his case to direct ambient airflow onto his HSF. Check out the link in my signature and see my most recent post on tricks for doing this.
