i just came across THIS
seems to help a bit, but THIS is what i found within that link, i think it really is what i need. so which should i choose? the 1:1 400/800 or the 1:1 333/667 or, not use 1:1 at all...ALSO, i cant seem to stop that annoying thing where it lowers the core speed in windows, i know with AMD its called cool n quiet, but i cant figure it out for intel chips.

I believe it's called C1E state or something, it should have a description on the right hand side with something along the lines of " Lower vcore when CPU is idle etc ". You would definitely want to disable that.

UPDATE: so i booted up no problem with ram at 1:1 (333/667) with 9.5 multi and 290fsb. now that i have the ram ratio set, should i start bumping up the fsb in small increments?

I would go unlinked, move your ram down to 677. Drop your multiplier down to lowest. Then keep raising the FSB to see what it is capable with your board and if it will boot.
After that, i would start with a healthy 1.4volts vcore and up your NB, and try the specified FSB you found through the multiplier drop and see if it will last some prime95 testing. If it does you can move vcore down a little at a time. Edit: And always disable : c1e, speedstep in bios

^^ ill try that soon, but a small update first. the ram setting really seemed to stabalize it. im now at 310 x 9.5 (2.945) on default volts. gonna reboot, go for 3.0 and run some tests.
hit 3.0 and validated, http://valid.canardpc.com/show_oc.php?id=485984, i really hope i can get further. 3.0 was the highest OC i could achieve with my AMD setup.

That's not bad, even so. I got a similar overclock on my E5200 with relatively minor tweaking.

UPDATE again, been tinkering a bit, managed 3.3ghz, 9 x 367 and also noticed my ram wasnt running dual channel, now it is.
validation @ 3.3ghz http://valid.canardpc.com/show_oc.php?id=486039 not stable at all though, so now im not sure what to do.
