Default Help fix my Intel E7400 @ 2.8Ghz

Okay guys here's the deal; Just built my first rig from scratch...I had previously done mods on "boxed" pc's but nothing like this.

System specs:
mobo:
Brand GIGABYTE
Model GA-EP45-UD3R
Supported CPU
CPU Socket Type LGA 775
CPU Type Quad-core / Core 2 Extreme / Core 2 Duo / Pentium

Maximum Memory Supported 16GB
Channel Supported Dual Channel

cpu:
Brand Intel
Processors Type Desktop
Series Core 2 Duo

Cas Latency 7
Timing 7-7-7-20
Voltage 2.0V
Multi-channel Kit Dual Channel Kit
Recommend Use High Performance or Gaming Memory

*Copied directly from the packages*

Everything else is pretty much reused from my old pc. My psu is a 500W Silencer.

Windows 7 sees my cpu running way below the 2.8GHz I want it (expected it) to run at. And in my BIOS the RAM is also way under clocked.

But these BIOS are very confusing. I change one thing and something else will change along with it.

What I am looking for is some help to get my cpu and RAM running at the rated speeds of 2.8GHz and 1066. Not really an overclock but just getting them up to speed I guess.

Sorry for the long post but I wanted to provide as much info as possible.

in bios turn off intel speedstep, c1e, etc
those are what turn your cpu speed down
(when idle)

You should be able to increase your speeds to 3.6 with ease, that is once you get a better heat sink (or you can try and see how hot this thing gets at 3.4). Experiment and see what happens, if it doesn't like it, go and play a little more or set things back to the way you had it.:

hi i will give him the setup for 3.3 -3.4 i have the same every thiong apart from my motherboard is a xfx nvidia 680i lt sli

i start of by going into the bios and change my fsb speed to unlinked
now i put my fsb speed at 1300 . fsb volage @1.3v
your might be different as i cant have 1333 fsb because it drops the mhz on my ram to 791mhz.
i keep cpu multipiler @10.5x i then put the cpu voltage @1.25v
my ram is overclocked already because its sli ready
sometimes you have to set the ram manually my timmings are
