E8400. Double the cache of the 8200 and clocks much better as well.
Mine is running 4.25 with only 1.31v right now(500*8.5) OR Grab the E8500 for just a few bucks more and get a higher multi.

the q8200's currently out there dont support virtualization afaik, the fresh-off-the-line ones do now due to a recent revision but you probably won't get those ones if you ware buying in the immediate future
my vote goes to a proven clocking 65nm quad here on OCN, lol

E8400 would be a lot better for gaming
 2 cores @ 3GHz is a lot better than 4 @ 2.3GHz when you are only using 1 or 2 of them

if that gigabyte will handle 500FSB then 500x7 is a possibility.....Q8200 does have a crappy multiplier option.......a friend of mine got his to 3.5GHz with 500x7x1.375v on a Maximus II Formula........not sure how stable but 450x7x1.345v is possible 24/7 on a good board......about 3.15GHz.......and it's a quad core........but nevermind......i guess go with E8400

Either way you look at it, he will get higher speeds out of a Core 2 Duo
