I don't know what that block is but there are only a few blocks that will enable you to get above 4Ghz on the i7 (i.e. GTZ, Heatkiller, EK Supreme, Koolance 350). Many of the other will have you pushing the thermal limit.
The i7 is a heater and it needs a triple radiator and a high end block for high clocks. It sounds like your budget is in question. Since that is the case, the answer is pretty clear...$300 get a q9650 for $700 get a i7 (D0 stepping only), new Ram and a good MB.

Just get a Q9650 and overclock it. No need for a Core i7, its a waste of money. Overclock it and you'll get close performance to a Core i7.

3.6. 1.34 is good if you're on water pump that thing to like 1.55 and see what it will do.
