Speedstep is also noted as EIST or EISS on some boards, try looking for that.

Disabling EIST did it, thanks a lot everyone! I don't know why I did not know about that feature before, I learn something new here every day.

As a pretty new overclocker, I was wondering if most of you leave C1E and EIST disabled as well? My idle temps are a bit higher, but is that a big deal to most of you? Typing this with hardwaremonitor and CPU-z open, I'm at about 33C.

Anyways, thanks again, and rep to all of you who helped.

That C.I.A is an overclocking profile in itself. What it does is that under a load it will overclock your CPU a certain percentage based on what profile you set it to (eg. turbo, etc).
Also, I dont know why everyone disables the throttling stuff. I wouldn't want my CPU running at full overclock 24/7 and the throttling hasn't affected my O.C. at all.

I tend to turn off SpeedStep, EIST, and C1E wherever I see them.

Exceptions include when I don't need a box to work at full speed all the time (i.e. my webserver is a Celeron E1200, it doesn't NEED to run at 1.6 GHz 24/7).
