C1E disabled but Core 2 Duo Still throttling

Hello everyone, as you can see from my sig, I have an E6750 at 3.2ghz up from 2.66ghz stock. Everything is running fine, but for some time now I've had C1E disabled and the cpu still throttles back to 2.4ghz when I'm doing doing much of anything. I have the cpu enhancement thing set on "turbo", and it still throttles according to CPU-z. Why would this be?
I remember like a year ago when I started overclocking, I had C1E disabled and it would maintain 3.2ghz. What's wrong? Thanks!

You need to disable SpeedStep as well.

It has to be C1E / Speedstep. Did you accidentally not save the changes in the BIOS?
You could try disabling the "turbo" mode, but beyond that, I have no clue. I would just double-check your BIOS settings one more time. Maybe even clear CMOS and try again just to make sure.

Sometimes it occurs that you have to enable it, and then disable it, in order for it to be disabled properly.

Is "Speedstep" C.I.A.2 because I did not see one options called "speedstep." If so, it was already disabled. I checked every menu twice and made sure no options were enabled that should have been. Before it was on Standard, and I put it back to turbo to no success, before I go try what acoma said does anyone have any other suggestions?

turn that cpu enhancement thing down to Normal or whatever its regular setting is. OCs are more stable with it off, says the Bios.
