Like someone stated above, I'd sell that Q6600 as a good overclocking chip and replace it with a higher-end quad core. Don't spend your watercooling money on it. Just save up a little bit until you can afford them both. Epic.
Go for something like a Q9550.

Yes, very. I've ran my sig rig chip at 95c for a couple of months (during Linpack testing), and my max OC hasn't gone down (which is 3.0 GHz)

A VID of 1.95V
Wow, the CPU must have died running at stock. That's not right. Q6600 VID's are between 1.2v - 1.35v. Intel states this from all batches manufactured so far.

Sounds like you got a 1.2v VID!
To find the actual VID, run CoreTemp and it says

Oh my God, STOP TELLING HIM TO GET A NEW CPU THAT IS GUARANTEED 4GHZ.
He has stated multiple times that his Q6600 CAN and HAS done 4GHz at 72C load temps which is too high for him, which is why he wants to invest in watercooling.
