If it's annoying you disable them. You have to disable BOTH, though. They are usually under the Advanced Features Tab in BIOS.
C1E and EIST If it's still jumping after that, RMA it, its bad.

What are you using to tell you they are jumping? CPU-Z misreads and reports incorrect for me. When I turn SS of still reports as if it was on. I have verified CPU-Z is incorrect.

EIST is not activated unless you have turned on power saving in Windows power management, what you see is C1E. Your mobo should have an option for it, mine does not so I had to use Rightmark CPU Clock to turn it off once and for all.

Maybe it's just me using a beta BIOS (only good overclocking BIOS for Gigabyte P35 S3G), but my EIST is one finicky little bugger. It can go down to 6x while playing GTA IV or Crysis, and it can go up to 9x while watching Colbert on Firefox.

Well i don't see any CI1 in bios, but i decided to install Everest and see what that one shows.
Now i have overclocked my CPU to 333 MHz X 9. Everest shows 470 MHz X7 jumping to 286 MHz X11... WTH.. CPU-Z shows 6X 333. This is weird. 470 MHz FSB is ridicioulus, i never did that.. |

you DONT need to worry about it. as soon as any app or game starts up, the multi with return to normal. its a power saving feature. and no your pc is not broken. you have no problem.

Make sure
C1E and EIST are disabled. Get to the power options in Control Panel, and select High Performance from the list. All done.
