Q6600, cpuz wrong multi/freq

New to Overclock.net
|
I am trying to get my processor to 3.6. During stress test, cpuz sometimes reports with a 6 multi instead of 9. I have speed step off in the BIOS. My temps don't go over 62 with a 100tjmax. I have 1.472load and 1.504idle vcore. What is the deal with the changing multi?

In the bios, disable Intel Speedstep and C1E.

I already have those disabled. This also occurs during a full load situation, with temps well below threshold.
