I didn't read through the entire thing, but just to reference the voltage. The inconsistency that you are noting is called Vdroop. You can usually minimize it in the BIOS. I'm blanking on what it's called... a quick search of Vdroop should give a few suggestions.

if that's where the actual vcore is several steps lower than the set vcore then yes i know about that and I'm compensating for it, for me it's six steps so i wanted to set my vcore at 1.3 so i set it at 1.3325 or what ever it is,
and xfx advised that using nvidia system tools is the most efficient way of overclocking

Whoa. This is indeed weird. I don't blame you for going to XFX about this. However, I'm curious: which version of CPU-Z are you using? If it's like 1.52, then nevermind. But if it's an older one, then upgrade to the latest one and see what it reports.

it is 1.52 but what weird the difference
the vdroop?
the system tools didn't work so i sent another message to xfx on what they advise now and is i should reinstall the bios

What system tools? Are you referring to NVIDIA System Tools? If so, then get rid of it and never use it. It can take a set overclock in the BIOS and then apply its own settings whether you like it or not. Otherwise, I'd be using it myself for its GPU overclocking feature.

But regarding vDroop, there are two things at play that are very normal and protective, and so they should never be messed with:
  • vDrop - this is when the actual voltage is lower than what it's set to in the BIOS. It is supposed to happen.
  • vDroop: this is when that actual voltage droops under full load. This is supposed to happen too.

would removing system tools remove the chance of it changing because at the moment i would like to keep it and use it to check on details and change settings
but according to xfx system tools has been prove to be better or something,
i'm also trying to install ntune but i keep getting a error message saying

'Error applying transforms. Verify that the specified transform paths are valid.
C:\Windows\Install\{7C7F30F4-94E7-4AA8-8941-90C4A80C68BF]\1044.MST'

would the fact that i'm running this on windows 7 have any effect?
should i try windows XP?

No, to be honest, you need to avoid NVIDIA System Tools and nTune, and only use the BIOS. I'm not kidding: if you keep using software like that, then you'll probably keep running into problems. It's not worth it. Just stick with the BIOS. After all, it's not like your rig takes 2-3 minutes to reboot.

i was planning on using ntune on oc'ing my Graphics card, since system tools is quite confusing and you need to load profiles and stuff

EVGA Precision is much better for that. It's RivaTuner, but with a simpler GUI.
