Default Have I Received A Bum D0 Chip?

Well I have built a new D0 system to upgrade from my old P4 (night and day, I assure you) and I just can't get to 4.0 which seems to be a fairly conservative OC with the new stepping. I have tried pretty much anything but just can't get it to work. My voltages are pretty high right now as I thought it was the problem but now I am not so sure.

Core voltage 1.4
QPI 1.35
PLL 1.86
RAM 1.66
HT On
IOH/ICH 1.3

As you can see I have pretty much tried everything and can't get it stable.

Is the chip batch just poor or am I missing something extremely fundamental? I was using a x20 mult with 200 clock to try and achieve 4.0 as well as x20/211 but that wouldn't even post. Lowered it to a 20x195 and it worked with Prime 95 for 24 hours straight w/no problems. If I can't get it sorted out I will probably just run 20x195 and lower the voltages.

have u tried 19 or 21 multipliers ? 20 is known for being less stable and needing more Vcore. also more voltage is not always better for stability. try 19 and 21 multi, and tell us how it goes.

21 is only available by leaving it on 20 and using the turbo....

not necesairly, some mobos with newest bios have 21x multi enabled w/o turbo.

In my case the 20 mult let Prime 95 run for 4 hours before failing, in some cases 19x211 would not even allow for a POST. Using BIOS ver. 0302 atm since I have heard problems associated with 0502.

A lot of the year 2009 chips (the 39xxxxxx batches) have been very poor OCers.

Anything made after the 950s and 975s started to show up has a lower chance of OCing well, as many of the dies that would have formerly made it into the 920s will now be saved for the higher end chips.

Try 191x21. The 20x multiplier tends to need vastly more voltage for a stable OC than the 19 or 21x ones.

Also put the IOH back to 1.1 and lower the uncore voltage (qpi/vtt) a notch. You shouldnt need more than 1.3-1.34v unless you are going for an extremely high BCLK or uncore.

And make sure you're using the lowest QPI multiplier possible.

Could be your ram timings, use very loose ram timings like 9-9-9-9-24 until you get the rest of the overclock working. Maybe even lower the ram speed to below 1600mhz for the time being.

Your setup is very close to mine except I have a CO. I found that my ram was causing overclocking issues if I tried to run at 8-8-8-24 timings. Changing the timing to 9-9-9-24 ,as vdek suggested, may help you get stable at 4Ghz.
Try the looser ram timings , run you memory below 1600mhz and then start lowering your core voltage. My CO doesn't need anywhere near 1.4v to get to 4Ghz so your DO shouldn't either.

i have a batch 3901A238, one batch after yours and it seems to be a bad chip, i cant get it stable with any multi right now at 4ghz, im still trying though.
