I can guarantee nothing, but here's a couple thoughts for your setup:
__________________1) Try stretching out the tRAS (go from 5-5-5-12 to 5-5-5-15 or higher). Oddly enough, that's what helped me get past sticky points on my past few overclocks, especially when I can't find any other problem to fix. 2) Maybe do some serious Googling. Looks like there's a few instances where people with your board can't get optimal results until/unless they use dangerous vcore voltage. I can't recommend anything voltage-wise (on the advice of my attorney) but you might have to get creative.

Whats the voltage on the Northbridge and FSB? Did you increase it already?

That is way too much CPU voltage. For 2.8 - 3.0Ghz you can use 1.3v or less. And I think you are stuck with overclocking because of the "SE" board, they are generally crappy overclockers. If you get a better board you can easily overclock that CPU to 3.6Ghz.

From what I've seen, DDR3 1600 should be fine, if you look for the CAS 6 modules. More than that is mostly an unnecessary and disproportionate expense. I understand Mushkin makes good sticks in that speed/spec.

Yeah 1600 is good enough, and most good 1600 sets are overclockable to like 1800 - 2000 when you raise the timings. A good 1600mhz set has CL6 or CL7 timings, an average set has CL8 and a poor/bad set of 1600mhz has CL9. So check out the timings when purchasing a set.
