Default Can't get to 4ghz on i7

I can get it to 3.6 with turbo on at stock voltage. Anything above this I get a 0x7e bsod before windows load. I tried upping vcore, vtt, my dimm is at 1.65. Does my bsod have to do with ram?

Thanks for reply, it was my ram speed. My ****ty ass ram cannot go over 1333... even though it's suppose to be 1600. I'm never buying g.skill again, false advertisement! Lowering my ram speed I got it to 4.3 ghz at 1.31v
