Default System Rating...and question?

http://valid.canardpc.com/show_oc.php?id=806362

And i swear it running cooler then when i had it at 4ghz
getting 10.562 super pi 1m.

BUT, my ram i think is broken?
cant go above 1400ish.

Can not boot at 1600 (Its dominator 1600.)
Is it dead?...or am i not setting something right.
I disable XMP, (have tried it on), set all timmings to standard, raise ram votls.
Tried my CPu at lower then stock speeds, 400*7, and ram devided to 1600MHZ, everything auto....Nothing!

Any ideas??

for now, im running it at 1333, with 6-6-6-18 timmings.

If you set the RAM at factory speeds/timings and it wont pass a memtest or othos stress test I would RMA if you can.
