If I lower the volts any from what I have, its unstable, reboots, wont load OS, etc.

i think its the board. i had a DFI p35 with my e8400 and it was 1.38v for a 4ghz while i have my x48 with 1.30v that drops 1.28v under load.

Thats alot of volts. I run 4Ghz @ 1.262vcore. perhaps try raising northbridge voltage you have alot of ram in there.
