will a 65nm processor require less current than a 90nm processor?

I've been dumpster diving outside of my hospital's IT department and it looks like they've been getting rid of a lot of Dell optiplex 240s 260s 270s and 280s.
some of them run intel socket 478 and some of them are LGA 775. i was able to salvage the following components: 1 stick of DDR2 RAM 160W Small form factor PSU 2.8 GHz pentium 4 LGA 775 (prescott 90nm) my question is if I swap out the 90nm for a 65nm variant, will it demand less power from the PSU? (this way I can pick up a ATI4350 w/ HDMI and turn the pc into an htpc)

Yeah 65nm chips use way less than a P4

Yes, generally. 45nm generally draw even less power than 65nm parts. Just look at the current CPU's TDP and compare against what you want to install.
However, make sure the BIOS is updated and supports the newer CPU. What chipsets?

It depends on the chip. From my understanding, a Core 2 Duo will have lower VID than the standard Pentium 4.

well looking at this website
http://en.wikipedia.org/wiki/List_of...tion#Pentium_4 comparing a 65nm and a 90nm pentium 4 looks like the 65nm draws 2 more watts of power than the 90nm version ( pentium 4 630 vs pentium 4 631)

True, but say both chips has the same VID and similar wattage then current draw would be lower on the 65nm chip.

FYI: 1. No LLC or volt-mod for 24/7. 2. Windows 7 is Vista in disguise, you are better off with the latter before Windows 7 SP1 comes out. 3. For 45nm silicon, 1.45V in Vcore is not unsafe, however 1.3V in Vtt already is. 4. LGA1366 for SLI/CF. 5. Performance Enhance to Standard for memory issues on Gigabyte boards.
