Photoshop, video editing == QUAD core.

What city are you in, people can maybe find you better deals on better parts.

I would strongly recommend the E8500 over the Q9400 for a couple of reasons:
  • The E8500 has 6 MB of L2 cache, which is probably 3 MB per core. But the Q9400 has 6MB too, which is probably only 1.5 MB per core.
  • The E8500's clock speed is 3.16 GHz, but the Q9400 is only 2.66 GHz.
So, even though the Q9400 is a quad core, the E8500 should feel noticeably faster and snappier than the Q9400.

Good point. You should get a Q9450 (if you can find one) or a Q9550.

What does he do most? Does the amount of time he spends video editing, etc beat the amount of time he spends gaming?

Gaming would prefer a Dual Core and the shooping and video editing prefers a Quad core.

for photo editing quad core. i'm not sure how much video and photo editing but if he does a fair share he will appreciate a quad. if you're that worried about speed and i know you said you weren't going to oc it, but for a q9300 i bumped it up to 3.0 just to give it a little boost. temps didn't go up really
