I would reset the CMOS of the motherboard and leave everything at default values. Just be sure that the default setting of HT on the BIOS is enabled (it should be by default as it is a plug & play setting).
Then a brand new install of the OS. Do not install anything other than the motherboard drivers. Is there still a single processor? If so, then you need to test your processor on another system to see if the other system sees the HT dual processor. If the other system sees it then the problem is the motherboard. If the other system does not see it then the problem is (my first choice) the processor and RMA is in order. R

Wait wait wait, you dont have a HT CPU, that CPU is a 511 which is a P4 2.8 533mhz FSB. That CPU does not support Ht. Not at all. Thats the problem, your CPU is not a HT. If it was actualy the 521 then you wouldnt have a problem.
Buy the way that CPU might read as a mulity CPU in your device manager, but it is actualy just a single CPU without HT.
