Default Overclocking help

When I first started Overclocking awhile ago I was able to get my cpu from stock of 3.06GHz to 3.55GHz. But, after I upgraded my video card from a FX5200 to a 7600GT my overclock dropped down to were it is now (3.41GHz). I thought it was just my not so good psu. But, today I got my Sunbeam NUUO 550, and I still can't get past 3.41GHz.....
I've tried setting a divider, upping my North bridge voltage, increasing my VDIMM voltage, and I've increased my Vcore voltage and still nothing. Does anyone have any suggestions on how I can get a higher overclock?

Have you tried putting the old gfx card back in to see if you can get back the higher OC? What happens with the new card? Instability?

Well, I don't have the old FX5200 because I killed it (didn't lock my pci bus speed :|). I have an X700 that I have used and I still cannot get past 3.41GHz even with the X700 in.....
