Default C2D $650 Dollar Build + Shipping and Tax

My friend wants to get a new computer, and he is upgrading from a crappy Pentium 3 with Windows 2000..

Basically, this computer needs everything, including pretty good GPU, CPU, and 2GB RAM. I'm planning to have the computer run at around 3.0 GHz (made another one for my friend with an E4300 and runs stable at 3.0 GHz)
Oh, and a decent 50 FPS on CS:S would be a nice addition. (Good GPU)

So far I have:

CPU: Intel Core 2 Duo 4300 1.8 GHz $114.50
http://www.newegg.com/Product/Produc...82E16819115013

Case: COOLER MASTER RC-330-KKN1-GP Black SECC ATX Mid Tower Computer Case - Retail $39.99
http://www.newegg.com/Product/Produc...82E16811119115

CD/DVD ROM Drive: SONY Black IDE DVD-ROM Drive Model DDU1615/B2s - OEM $17.99
http://www.newegg.com/Product/Produc...82E16827101131

Hard Drive: Western Digital Caviar SE WD1600JS 160GB 7200 RPM SATA 3.0Gb/s Hard Drive - OEM $52.99
http://www.newegg.com/Product/Produc...82E16822144415

CPU Cooling: ZALMAN CNPS9500 LED 92mm 2 Ball Cooling Fan with Heatsink - Retail $53.99
http://www.newegg.com/Product/Produc...82E16835118223

RAM: G.SKILL 2GB (2 x 1GB) 240-Pin DDR2 SDRAM DDR2 800 (PC2 6400) Dual Channel Kit Desktop Memory Model F2-6400CL5D-2GBNQ - Retail $94.99
http://www.newegg.com/Product/Produc...82E16820231098

Motherboard: GIGABYTE GA-965P-DS3 (rev. 1.3) LGA 775 Intel P965 Express ATX Intel Motherboard - Retail $99.99
http://www.newegg.com/Product/Produc...82E16813128042

Operating System: Microsoft Windows XP Home With SP2B 1 Pack - OEM $89.99
http://www.newegg.com/Product/Produc...82E16832116056

Case Fan: MASSCOOL FD08025S1M4 80mm Case Fan - Retail $1.99
http://www.newegg.com/Product/Produc...82E16835150007

What I don't have:

PSU:

GPU (Video Card):

You can change the things that I already have to make the thing cheaper
but this must be a computer that could go up to 3.0 GHz and that is able to run most games.
(My computer right now could run CS:S at around 180 FPS and I don't expect that from a $650 dollar budget computer but a minimal 50 FPS would be nice. )

Oh, and Vista or XP? I suggested XP because it's more stable and it's more gaming better.

Please, help me get my friend a new computer that performs excellent. ^^
Remember, $650, not even 2 dollars over T_T. And $650 includes shipping and tax.

You have like...60 dollars for a GPU and a PSU, after shipping is put in. Thats not much. You can't really go any lower on any of those parts to be honest, before getting into non overclockable or really not that great mobo. You might be better looking at an AMD 3600+ rig.

Sure, but you're going to lose your overclocking to 3ghz. If you stick to stock cooling you might be able to squeeze out enough. I got my CPU to 3200mhz on stock cooling, temps were max 60c so you could still manage that.

XFX 8500gt - 90 after MIR

FSP 500watt - 70

If you go stock cooling you can juuuuuuuuuust pull that off..but you might be 2 dollars over. In that case get this mobo

Gigabyte S3 - $80

Haha, what about the Rosewill 550Watt PSU?
http://www.newegg.com/Product/Produc...82E16817182046
It's cheaper and seems to be underrated. -_-;;

And my goal is exactly 3.0 GHz, nothing more or nothing less, so if I can pull that off at stock cooling, then I guess I'll give it a try.

Guess I'll go with that GPU, it looks like it can handle a good amount of load.

Don't know what I'm going to do with the motherboard or the CPU cooling because people are recommending that I remove the CPU cooling and go with stock and I'll still be able to pull off 3.0 GHz. (I'll be using Arctic Silver 5 thermal paste on either the stock or the Zalman).
