New to Overclock.net

My friend wants to get a new computer, and he is upgrading from a crappy Pentium 3 with Windows 2000..
__________________Basically, this computer needs everything, including pretty good GPU, CPU, and 2GB RAM. I'm planning to have the computer run at around 3.0 GHz (made another one for my friend with an E4300 and runs stable at 3.0 GHz) Oh, and a decent 50 FPS on CS:S would be a nice addition. (My computer right now could run CS:S at around 180 FPS and I don't expect that from a $650 dollar budget computer but a minimal 50 FPS would be nice. ) Oh, and Vista or XP? I suggested XP because it's more stable and it's more gaming better. Please, help me get my friend a new computer that performs excellent. ^^ Remember, $650, not even 2 dollars over T_T. And $650 includes shipping and tax.

You have like...60 dollars for a GPU and a PSU, after shipping is put in. Thats not much. You can't really go any lower on any of those parts to be honest, before getting into non overclockable or really not that great mobo. You might be better looking at an AMD 3600+ rig.

Sure, but you're going to lose your overclocking to 3ghz. If you stick to stock cooling you might be able to squeeze out enough. I got my CPU to 3200mhz on stock cooling, temps were max 60c so you could still manage that.

Don't know what I'm going to do with the motherboard or the CPU cooling because people are recommending that I remove the CPU cooling and go with stock and I'll still be able to pull off 3.0 GHz. (I'll be using Arctic Silver 5 thermal paste on either the stock or the Zalman).
