Default Some how my computer is down clocked

Hello,
I have an HP laptop w/ intel core solo t1300 with the speed of 1.66GHz. Lately it have been downclocked to 997 MHz when I checked the speed on cpuz and system's information. Anyone knows any kind of spyware or software that did this? Thank you.

Speedstep and Vista power saving mode would be my guess.

its a laptop it does it to save battery life and run cooler it runs full clock when you put a load on it. You can turn it off by changing the power profile to desktop always on.
