The amperage on that PSU isn't decent enough to power a workhorse like the 9800GTX efficiently. Overall power doesn't mean much when trying to juice a GPU, it all comes down to total amps. Get the Corsair 620W, it'll get the job done with its 3 rails.

the HX650W has 3 rails but the effective amperage for all three is 50A while the TX750W is 60A, so there's no problem with the TX750W.
