Hmmm....I say a Corsair TX750 PSU for $91 after rebates and a Radeon HD4870 for $220 ish after rebates. Or a GTX260 for $220 after rebates.

There's a combo at newegg, a Q6600 and OCZ 4GB (2 x 2GB) 240-Pin DDR2 SDRAM DDR2 800 for $249.
Get those, then use the last $50 to buy a TRUE.

Would A 8400 OC'd be better then a q6600 OC'd?

For today's games, yes, for tomorrow's games, noone really knows. Games are moving slowly into multi-threading, but its hard to tell when they'll get there. Might be with these new games coming out - SC2, Fallout3, FC2, etc - might be next year.
But for video editing, the quad will top the 8400 without a sweat.

For gaming, yes, and then some. In most games quads will give you an extra 3-4 fps over duals, and considering you're likely to get a much higher OC with the 8400 than with a q6600 then its definitely better.
But that being said, I don't think its a big enough difference jumping from a 3.2GHz e6750 to justify nearly $200. You would get a better boost from a 4870/GTX260 and another 2GB of ram (try and get a copy of Vista x64 too!).

Kinda yeh, quads can push 3.6ghz stable quite easily after 3.6 gets a bit rough but its still easy! If i was you id go with a q6600 as soon enough every new release game will be made for quads..
