So would a Q6600 be better then an e8400 as the Q6600 is only $10 more?

I already have SLI with 8800GT's and i can't afford a 780i let alone a 790i!

Id rather get a lesser New Board then a better refurb board! The EVGA 750i looks good enought for me now and in the future as im never going to be able to afford Tri-SLI!

Trust me, I own this board, it's 2x16. I would highly recommend it. It's basically just a "stripped down" version of the 780i, same chipset, only difference is the lack of a couple of SATA ports (4 vs 6) and tri-sli, among a few other little things that most would consider unnecessary. Plus, Tri-SLI would require him to buy three completely new graphics cards as the 8800GT does not support Tri-SLI, and obviously that would be out of his price range (Tri-SLI is more suited for e-peens than actual everyday use, IMO). I have the E8400 E0 at 4.40 GHz (almost a 2000 MHz FSB) with SLI 8800GT's on this board, and it's a great combo. I came from a Phenom 9850BE @ 3.00 GHz (right after an X2 Brisbane @ 3.00 GHz) on a 570 SLI chipset with the same 8800GT's, and the difference is definitely noticeable, a great upgrade. Two cores @ 4.00 GHz are plenty for my uses, but if you have to have a quad core, then a Q6600 G0 is a great processor, and should easily make it to 3.4-3.6 GHz on this board.

There is no way you can tell if it is 2x8 or 2x16 with 8800GTs. The 8800GTs doesn't even fully utilize 8x. You will get the same performance with 2x8 or 2x16. The only cards that I know that will probably bottleneck with 8x are the 260 gtx, 4870x2 and later cards.
