New to Overclock.net

Im trying to OC my P4 478 socket, but i dont know why i cant get it all the way to 3.0 at least (and i know i can get it up there because i seen it before). my MOBO is a 661mx plus from foxconn, i can get it all the way up to 150MHz in the ratio to 1:1 and thats it. i need to know if my RAM timing got something to do with OC. I just got new ram ( PC 3200) i know its old stuff but im just using what i got, because i just want to play FSX. If anybody can tell me why my MOBO resets every time i try to go higher than 2.6Ghz with my P4 i will apreciate any help. Thanks.
