i am voting mobo, but you can check cpu, ram and vid in your sig rig, else after bios clear, unplug, then reseat everything min components @ a time to find which is/are bad.

My first reaction was to clear the CMOS too.Did not worked.I tested the GPU and rams and they are ok.However the pc does NOT beep at all.It seems at it is running just fine

try taking out the mobo 3.3v battery for a few mins
do you have a motherboard that can use his processor/psu,try his CPU first and then plug your mobo into his PSU, if both of these soltutions work then his Motherboard is toast if that's the case he could always try baking it in an oven...
