I recall reading an article about it being due to Internet connections. I think the same article said that no amount of GPU power will max out frame rates in Dalaran.

Strange, I get 45-60 maxed with 8x multisample and vsync on. Not in cities tho, I get around 30 in cities.

Try disabling Vertical Sync

I get up to <100 fps sometimes

Are your Addons also updated?

Set the Shadows option to one notch below max and lower your view distance (unless you have an SSD raid, this takes ages to load).

Also, go to your config.*** file and change ProcessorAffinityMask to '255'.

do you have vsync on?

it might limit your fps to your monitor's default refresh rate

ProcessorAffinityMask already was 255, and I could lower shadows by one setting, it only affects the quality of mid-far distance shadows. Though it completely removes them... still, I'd prefer to keep things at their highest since that's what I paid good money for this machine to do.

Though maybe it has a lot to do with latency as several people have suggested; it's certainly only really bad when there are lots of people around. For instance, when I walk to the gates of Orgrimmar and pan the camera up and look at the entire city into the distance I get 70+ FPS, but as soon as I move forward a few feet it plummets to 30 because all the players come into view.
