Fps is always bad in cities, you're hdd limited as it has to search and find all the textures on every single piece of armor on every single player, further bottlenecked by connection speed.
Wow only utilizes 50-60% of gpu power. Wow is only optimized for dual cores. Expect 20-30fps in dalaran on a high-pop server, always.

The other thing to remember, is despite the game being several years old, it got a huge upgrade in the form of lighting and shadows with the Wrath expansion. Used to run vanilla and tbc on my 8800gt and e8400 stock and get really good FPS. Now with a 260 and my e8400 at 4.0ghz it runs slower with the new graphical upgrades on. But hell I limit it to 30 FPS anyways and it runs well for me.

It's funny how you say "..except shadows". Well, it's the shadow setting that is the biggest FPS hog. Turn off shadows and you can pretty much max the rest. The first two notches are ok, the final two cut your FPS more than 50%.
Besides that, low FPS in cities is normal due to the high amount of high-detail characters hopping about on yer screen.

I have also had similiar issues and even tried a different video card.
I have determined that the only possible way to substantially increase your fps when in the highly populated areas is O.C. to 5.0GHz +.

Would people who USED to max the game out with an 8800 please stop posting in these threads??? Please???
__________________Your info is outdated, it is not the same graphical beast to render as it used to be. I have a friend I played with for years, he has an 8800gtx, I quit but he still plays. Yes, he used to max it out, now he's lagged out and getting crappy fps. We don't care what used to be possible, people don't ask for their health, the game has too much going on anymore to be sitting in the 100+fps area in a city. So again people, stop posting that and be useful. OP, You've gotten some good recommendations. Personally I'd say maybe just touch up your OC up to something like 3.5, which will be very easy for your 920, and turn shadows down near the bottom, they don't all that much imo. I've always heard that hard drive is a huge player in wow performance, I had quit before I started running a raid0 setup though, so for that I can't comment, but it's food for thought at least.

I think I know... If you custom built this then your computer is probably overheating. Even if you ordered it you may be using it Hours and hours on end so you need probably need to buy a better cooling system. This is most likely the problem out of all. A system like yours will max out WOW no excuses. It is probably a hardware defect if not cooling.
Also try updating your drivers. If that doesn't work go back to an older version to increase possible stability.

How's the computer perform using benchmarks and stress tests? It might give you a clue if there's something holding up the system.

WoW is really server dependent. On average i get about 40-50fps in stormwind AH, not my setup , obviously, just bandwidth..
